Affordable Housing for the Missing Middle

Hacienda Project

This is a short paper with citations from the literature about what works and does not work for affordable housing. The surprising conclusion from the literature is that zoning that allows increased density does not work. It examines what other communities are doing in Montana that shows promise. This was submitted to the City of Hamilton in response to upzoning all single family zone to allow four-plexes.

This was presented to the Ravalli County Commissioners in September 2020. Homelessness, people who are working, have income, but cannot find a home to rent is a real a growing issue in Ravalli County. The Bitterroot Housing Security Coalition recently provided this information to the Ravalli County Commissioners. Our ancestors lived in extended family groups — a great advantage for sharing household economics, shared knowledge, and the model for how to organize large communities. You can see this to day in the countryside of many countries over seas. The Hacienda Project begins with this principle to create an affordable living community — then adds modern building and the latest technology.
